The starting price of the asset was over 4.3 billion hryvnias
The privatization auction for Odesa Port Plant, scheduled for October 19, did not take place due to the lack of bids from potential buyers. The starting price of the enterprise on the Prozorro.Sale system was set at 4.3 billion UAH. This was reported by Delo.ua citing Dmytro Natalukha, according to the portal PromPolitInform.
Head of the State Property Fund of Ukraine Dmytro Natalukha stated that the latest attempt to sell the asset was unsuccessful. Market participants refrained from submitting bids, despite earlier assurances regarding their readiness to offer the starting price.
According to the official, the main deterrent was the high political uncertainty ahead of the United States elections scheduled for November 3. Foreign investors, particularly American companies, are delaying their decisions as they cannot predict potential shifts in the political trajectory of their key international partner.
Impact of foreign policy factors
Politics, with rules capable of changing overnight, is currently viewed by investors as a more significant risk than military operations themselves. Assessing the long-term investment viability for 15–20 years under such conditions has become impossible, the Head of the SPFU added.
The agency is currently working on finding options for the enterprise’s future. The mothballed facility remains a burden on the state budget, requiring approximately 62 million hryvnias in maintenance costs every month.
Privatization terms for the facility
The Cabinet of Ministers of Ukraine approved the terms for the sale of the state-owned stake in the plant back on July 15, 2026. The investor who eventually acquires this asset will be required to invest at least 500 million UAH in modernization and energy efficiency of production facilities.
A previous auction, planned for November 25, 2025, with a lot price of 4.448 billion UAH, also ended without results due to the absence of bidders. At that time, Kernel agro-holding and the supplier Agro Gas Trading had shown interest in the bidding process.
Strategic importance of the plant
Odesa Port Plant is a strategically important enterprise for the Ukrainian economy, specializing in the production of mineral fertilizers. The facility is located near Odesa on an area exceeding 250 hectares.
Following the full-scale invasion, production processes at the plant have operated on a limited basis. According to financial reports for 2025, the company’s revenue dropped significantly, although it managed to reduce its net losses by more than half.
