Lightning Rod for Zelenskyy. What Koretskyi Did in 100 Days in the Cabinet and Who Is Displeased

Prime Minister Serhii Koretskyi manages the government without political games and focuses on KPIs

The first 100 days of the Cabinet of Ministers under the leadership of Serhii Koretskyi took place amid severe turbulence, geopolitical maneuvers, and constant enemy shelling. The new head of government focused on solving applied tasks and KPIs while regularly voicing unpopular decisions. This was reported by RBC-Ukraine (Мілан Лєліч), according to the portal PromPolitInform.

Government circles note the absence of political games in the management style of the head of government, who focuses on specific task completion deadlines. At the same time, the replacement of the Cabinet leadership sparked a serious discussion due to the absence of Mykhailo Fedorov in the new lineup, although no convincing evidence of deliberate removal was found.

Ukraine’s Western and internal obligations were for the first time consolidated into a single matrix for more effective coordination. Meanwhile, the available resources of the state apparatus are insufficient to implement many initiatives, such as establishing an insurance fund for entrepreneurs whose facilities suffered from Russian attacks.

Relations with Parliament

Assessments of the prime minister’s performance in the Verkhovna Rada are divided, as some lawmakers dislike criticism directed at them by the executive branch. At the same time, the head of government regularly holds prolonged meetings with parliamentarians to listen to their positions. The parliamentary corps is involved in finding European funding to cover the state budget deficit.

The decision to temporarily halt non-critical expenditures due to a lack of funds caused tension in relations with city mayors. Later, the head of the Cabinet announced an improvement in the budget situation following the adoption of relevant decisions by parliament and the resumption of local payments.

Communication with the President

Communication between the head of government and Volodymyr Zelenskyy is described as normal, despite working disagreements. The prime minister effectively acts as a lightning rod, absorbing the negativity from announcing difficult and unpopular initiatives such as changing the rules for reserving military-liable citizens.

Within the ministerial cabinet itself, a certain distance is observed between government veterans and newly appointed team members. Some ministers reproach the leader for excessive sternness and a lack of empathy, while some former officials show greater attachment to First Prime Minister Denys Shmyhal.
