The Ministry of Defense is reforming the weapons codification system and speeding up the supply of weapons to the front due to the simplification of codification.
This was stated by the Minister of Defense of Ukraine Mikhail Fedorov on his page on March 2, informs the portal PromPolitInform.
The government has updated three regulations that change the approach to the codification of weapons and military equipment. From now on, the technical evaluation of the product does not depend on the confirmation of the need – this reduces the time from development to the possibility of delivery to the troops.
What does the updated approach imply:
Now there is no need to confirm the “urgent need.” The product can be codified regardless of the current procurement plans.
From now on, manufacturers independently approve the technical conditions, and the Ministry of Defense makes purchases on them.
Simplified procedure of ammunition testing allows avoiding duplication of demonstration tests. This reduces the timing of codification and speeds up the supply of ammunition to the troops.
When purchasing unmanned systems and electronic warfare systems of tactical level, a quality certificate from the manufacturer is sufficient. Additional procedures of state control are not used, but the manufacturer is fully responsible for the quality of supply.
The procedure for the purchase of explosives by ammunition manufacturers is simplified. This will allow faster to ensure production and supply the necessary funds for the army.
According to the minister, Ukraine has opened the market for drones, electronic warfare, NRC, missile and other innovative solutions, simplified the bureaucracy and created conditions for the development of Ukrainian manufacturers. That is why whole technological markets have formed that did not exist before.
Mikhail Fedorov noted that at the beginning of the large-scale invasion of Russia in Ukraine, there were 7 companies that made drones, and today – more than 500.
“EW – there were 2 companies, today – 200. There were no private companies that produced rockets at all, today there are more than 20. NRC – there were 0 companies, there were more than 100. Now we are taking the next step to accelerate the development of technology and shorten the cycle from the development of weapons to their delivery to the front,” he said.
The Minister assured that simplified codification rules will help to do this.
“So we will quickly be able to achieve the goals of the war – to stop the advance of the enemy on the battlefield and stay ahead in every technological cycle,” the head of the defense department concluded.
As previously reported, in 2026 there will be a scaling of ground-based robotic systems, so that it is NRCs that perform logistics tasks.
