The capital received additional time for the preparation of documents, the government and the military set tasks for the next heating season.
President Volodymyr Zelenskyy, following a meeting of the National Security and Defense Council, said that Kyiv approached this winter unprepared and should draw conclusions and better prepare for the next heating season, the PromPolitInform portal informs.
“Kyiv was not ready for this winter. You need to have time to prepare for the next one and complete each task,” the head of state emphasized.
According to him, at the meeting of the National Security and Defense Council, sustainability plans were approved for all Ukrainian regions and regional centers, except for Kyiv. The capitals provided additional time for the preparation of substantive documents.
Zelenskyy also met with his adviser and former deputy prime minister for reconstruction, Alexander Kubrakov, before a meeting of the National Security and Defense Council on the main outcomes of this winter season and preparations for the next.
“The main thing is to fully take into account the real experience of communities this winter when planning protective measures for the next. Ukraine must be prepared for any eventuality, and it is imperative that cities and communities that inefficiently approached last winter, including Kyiv, are better prepared for next season. At the level of the National Security and Defense Council, sustainability plans for all our regions will be approved,” Volodymyr Zelenskyy emphasized.
Thus, the experience of this winter will be the basis for further decisions – in particular, on updating the protection of infrastructure, logistics and key energy facilities, recovering from Russian strikes and strengthening energy capabilities.
“Every city, every Ukrainian community should be prepared for any scenario for the next winter and for real support of people,” the president stressed.
He added that the government, the Ministry of Defense and the Air Force of the Armed Forces of Ukraine received relevant tasks and will help the regions in preparation.
The government received a sustainability plan from the NSDC
Prime Minister Yulia Sviridenko said at a briefing after the NSDC meeting that in total the plan needs UAH 215 billion, but this is the budget now excluding Kyiv.

Protection of enegsystem objects
Cogeneration and construction of additional cogeneration
Decentralized heat and water supply.
Also, by the beginning of the heating season, 1.5 GW are planned to be added at the state level:
400 MW to state enterprises
330 MW – on the basis of competitions.
Energy Minister Denis Shmyhal added that the Ministry of Energy will focus on restoring destroyed companies and protecting the transit of electricity and gas.
It will be level 2 protection: concrete shelters and concrete fortifications underground. Another important point of preparation is the reserve equipment, which will be purchased by both Ukraine and partner countries.
Meanwhile, the Commander-in-Chief of the Armed Forces of Ukraine, Alexander Syrsky, said that more than 70% of the “shaheds” in Kyiv in February were shot down by interceptor drones. The Commander-in-Chief is in control of projects to strengthen anti-drone protection.
