Ukraine for the first time in history received a complete list of conditions for joining the EU

Today, March 17, in Brussels, the delegation of Ukraine received from the European Union demands for accession, which relate to the three final negotiation clusters. Now, for the first time in its history, Ukraine has a full set of requirements for joining the EU. This was reported  by Prime Minister of Ukraine Yulia Sviridenko, informs the portal PromPolitInform.

From now on, Ukraine has a complete package of conditions, the fulfillment of which is necessary for joining the EU – for the first time in history. We are talking about clusters 3 “Competitiveness and inclusive development,” 4 “Green agenda and sustainable connection” and 5 “Resources, agriculture and cohesion policy,” – said Sviridenko.

Sviridenko added that in December Ukraine had already received from the EU a list of conditions (benchmarks) for three other negotiation clusters: “Fundamentals of the EU accession process,” “Internal market” and “Foreign relations.”

We are confidently moving along a certain European integration path. The next steps are the successful closure of clusters and the signing of an accession agreement, which will be the final step towards Ukraine’s full membership in the EU. The government will continue to fulfill the conditions of accession – it will implement the necessary reforms, measures and report to the EU, “she added.

Sviridenko noted that the government immediately submits to the Verkhovna Rada a document with requirements for joint work on their implementation.

  • On March 16, the Office of the Deputy Prime Minister of Ukraine reported that in 2025 Ukraine fulfilled 84% of the provisions of the Association Agreement with the European Union.
  • On February 24, European Commissioner for Enlargement Marta Kos said that the EU is considering revising the rules for joining the EU, which have remained unchanged for more than 40 years, to open the way for Ukraine. At the same time, such changes require the unanimous support of all EU member states.
  • In November 2025, President Volodymyr Zelenskyy said that the European Commission in its annual report positively assessed the progress of reforms in Ukraine on its way to joining the EU. He called the EC’s assessment the best in all years.
