Package of government decisions for communities, housing and communal services and reconstruction – the Ministry of Development is preparing a number of resolutions

By the end of May, the government will consider decisions on energy, restoration, evacuation, accessibility and infrastructure – these are changes to accelerate reconstruction and adapt the system to war conditions.

The Ministry of Development of Communities and Territories of Ukraine announced the preparation of a package of government decisions, which are planned to be submitted to the Cabinet of Ministers for consideration by the end of May. The documents cover the areas of reconstruction, housing and communal services, evacuation of the population, accessibility and infrastructure. This is reported by the “Sudovo-Yurydychna Gazeta”, the PromPolitInform portal reports.

These are changes aimed at accelerating the recovery of communities, protecting citizens’ rights, strengthening the resilience of critical infrastructure, and improving mechanisms for working under martial law.

Key government decisions:

Supply of natural gas and debts of heat suppliers

The proposed changes to the regulation on special obligations in the gas market should settle the debt associated with the unreimbursed difference in tariffs, as well as ensure a stable supply of gas to heat supply enterprises and budget institutions.

Financing the recovery from the Fund for the Elimination of the Consequences of Aggression

Funds are planned to be allocated for the completion of four reconstruction projects in 2026: three in Zaporizhia region and one in Cherkasy region.

Financial agreement with the European Investment Bank

The decision allows for updating the terms of the agreement and ensuring the disbursement of a loan of EUR 9.8 million for a project to improve road safety in Ukrainian cities under martial law.

Changes to the rules for procurement for reconstruction

The procurement mechanism using framework agreements is being updated, which should speed up the procedures and launch of reconstruction work in affected settlements.

Recalculation of the cost of heat and hot water

Changes are being made to the mechanism for recalculating the cost of services in cases where, due to shelling, they were provided with poor quality or not in full.

Update of the accessibility assessment

Criteria for monitoring physical environment objects and services for people with disabilities are being changed, and the results are planned to be integrated into an interactive accessibility map.

Update of the procedure for evacuating the population

The rules for evacuating in war conditions are being adjusted and coordination of responding to mass displacement of people is being strengthened.

Subsidy for communities in observation zones

The updated procedure will allow in 2026 to direct state funds to communities included in risk compensation programs for the population living in such zones.

The Ministry of Development notes that the package of decisions should ensure faster restoration of infrastructure and adaptation of state mechanisms to wartime conditions.
