Documentation of Russian war crimes in Ukraine continues
The Main Investigation Department of the National Police of Ukraine, with the participation of the Defence Intelligence of Ukraine, identified and on July 7, 2026, served a notice of suspicion under Article 438 of the Criminal Code of Ukraine to a Russian occupier for the rape of a minor girl in one of the villages of Kherson region in 2024. Who is the Suspect
Magomedov Mumadi Magomedovich (born February 28, 1990) — native of Pobedinskoye village, Grozny district, Chechen-Ingush ASSR. Serviceman of the Armed Forces of the Russian Federation, call sign — “Black.”
At the time of the crime — a medic of a motorized rifle company of a motorized rifle battalion of the 70th Motorized Rifle Regiment of the 42nd Motorized Rifle Division of the 58th Combined Arms Army of the Southern Military District of the Armed Forces of the Russian Federation (military unit 71718).
Circumstances of the Crime
On March 24, 2024, at about 10:00 PM, Magomedov, who was travelling by car with an unidentified Russian serviceman (call sign — “Khoma”) along one of the streets of an occupied village in Kherson region, saw a girl walking along the road.
The minor was distracted by being asked what time it was, and while she was taking out her mobile phone to check the time, “Khoma” opened the rear door of the car, grabbed the girl by her arms, and forcibly pulled her onto the seat.
After that, grabbing the victim by her hair and throwing her head back, he forcibly put a pill into her mouth and forced her to swallow it, as a result of which the victim showed signs of intoxication.
While the girl was under the influence of an unknown substance, Magomedov and “Khoma” raped her in turn right inside the car.
Then she was taken to one of the houses in the village, where they continued raping her until about 2:00 AM.
Suspicion
Magomedov is suspected of committing a criminal offense under Part 1 of Article 438 of the Criminal Code of Ukraine — that is, cruel treatment of the civilian population.
His actions violated the requirements of the Convention for the Protection of Civilian Persons in Time of War and Additional Protocol I. According to the Rome Statute of the International Criminal Court, rape during war is considered a war crime.
The criminal proceedings have been entered into the Unified Register of Pre-Trial Investigations under No. 42025000000000089 dated January 30, 2025.
