Official to head Defense Procurement Agency to implement competitive tender procedures
The Supervisory Board of the Defense Procurement Agency DOT appointed Artem Romaniukov as acting head of the agency on 1 September 2026. The key tasks assigned to the official include transferring defense procurement to competitive tenders, digitizing processes, and stepping up anti-corruption efforts. In his new role, he will implement normative developments prepared by the Ministry of Defence of Ukraine. This is reported by the portal PromPolitInform, citing information from the Ministry of Defence of Ukraine.
The Supervisory Board of the Defense Procurement Agency DOT approved the appointment of Artem Romaniukov as acting director on 1 September 2026. The primary task of the new head will be ensuring uninterrupted and sustainable supplies for the Ukrainian military through transparent procedures and effective use of budget funds.
The personnel changes aim to scale up the defense procurement reform and minimize the risks of corruption in the sector. Romaniukov will implement normative groundwork and digital tools developed by the Ministry of Defence of Ukraine.
Public Sector Experience and Procurement Reform
Artem Romaniukov’s work at the Agency will rely on his previous managerial experience at the Ministry of Defence and the Ministry for Strategic Industries of Ukraine. While serving as Deputy Minister for Strategic Industries, he initiated the creation of the Registry of Manufacturers.
At the Ministry of Defence, the official headed the Directorate of Digital Transformation and later the Directorate of Procurement Policies. During that time, he oversaw the implementation of competitive procedures for arms and military equipment procurement and laid the groundwork for migrating them to an electronic system.
“The front line must receive the best for reasonable money and through transparent procedures. I will use all my knowledge and expertise to achieve this goal,” Romaniukov stated.
Involvement in Digital Projects and EU Financial Support
The official possesses extensive expertise in transparent procurement procedures, gained during the development of the Prozorro system. As part of the Ministry of Defence team, he participated in launching digital services such as Reserve+, Armiya+, electronic reports, and digital military registration documents.
Additionally, Romaniukov managed the team that drafted the procedure for allocating European Union funds under the Ukraine Support Loan special facility for 2026–2027. This mechanism enabled directing EU-provided financial resources toward procuring weapons, military equipment, and hardware for the Armed Forces of Ukraine.
He was also responsible for launching the initial stages of the Basic Supply Standard for military units.
