STS implements a risk-oriented administration model for businesses
The State Tax Service of Ukraine is implementing a new administration model until 2030 based on analytics and risk management. The goal of the strategy is to increase the level of voluntary compliance with legislation and bring processes into line with EU standards. This was reported by ГУ ДПС у Київській області, according to the portal PromPolitInform.
Within the framework of the National Revenue Strategy, tax authorities are moving from a model of responding to offenses to a system of preventing them. The main tool for this transformation has been identified as the tax risk management system, which allows for the effective segmentation of taxpayers.
Tax Risk Assessment Mechanism
Using the system, the agency assesses the activities of enterprises, identifying potentially vulnerable areas. For businesses, this creates a toolkit for monitoring their own tax status and promptly correcting errors.
Tax specialists emphasize that a single deviation in reporting figures is not an automatic proof of a violation. The assessment is carried out comprehensively, which allows for avoiding unfounded inspections and pressure on law-abiding business entities.
Sectoral Audit Approach
The new strategy provides for a differentiated approach adapted to the specifics of certain sectors of the economy. The STS is developing sectoral plans that focus on minimizing risks inherent in certain types of activities, which helps to make tax administration more transparent.
The expected result of implementing these changes by 2030 will be an improvement in the quality of filing and an increase in the volume of voluntary tax payments to the budget. The key vector of development remains the adaptation of Ukrainian administrative procedures to European standards.
