Which Ukrainian Military Personnel Are Eligible for Civil University Education

Part-time or distance learning is allowed with a commander's permission

Certain categories of Ukrainian military personnel are entitled to pursue higher education at civilian universities without interrupting their service. Part-time and distance learning have been designated as the primary formats. This is reported by the portal PromPolitInform, citing information from the Ministry of Defence of Ukraine.

The main condition for obtaining a civilian education during military service is that it must not interfere with the performance of duties in the current position. Studies are permitted strictly with the commander’s authorization.

According to the defense ministry’s clarification, full-time study does not fit this model because it requires constant physical presence at the educational institution. Part-time and distance learning are the only acceptable options.

Eligible Categories of Military Personnel

Individuals aged 18 to 25 who are serving under contract or were called up under mobilization are eligible to enroll in civilian higher education institutions if they do not yet hold a higher degree.

Officers who earned a degree under a state order and subsequently signed a service contract are also eligible. However, a restriction applies: they must first serve a period equal to the duration of their previous degree program.

Additionally, this right extends to enlisted, sergeant, and petty officer personnel who have extended their service under a new contract. This applies if the required specialties are unavailable at military universities or specialized military departments.

Restrictions on Civilian Higher Education

Current regulations also establish strict limitations for specific military groups. Cadets at higher military educational institutions and military training units are prohibited from enrolling in civilian universities.

A similar prohibition applies to personnel undergoing basic military service or those called up for service from the officer reserve.
