IDPs in October receive assistance under a new period: what has changed

The government has updated the procedure for payments to internally displaced persons

The Cabinet of Ministers of Ukraine adopted Resolution No. 1087 dated September 3, 2026, which introduces changes to the mechanism of providing state housing allowances for internally displaced persons. The updated rules have entered into force and apply to legal relations starting from September 1, 2026. This is reported by the portal PromPolitInform, citing information from Legislation of Ukraine.

The government decision clarifies criteria regarding citizens who are on full state maintenance and are applying for state support or are already receiving the respective funds. In particular, the relevant provisions of the current procedure have been brought into compliance with the practical needs of administering such payments.

Appeal of Decisions

A separate paragraph of the document regulates the procedure for appealing decisions made by the Pension Fund of Ukraine bodies in the relevant area. Citizens can now appeal such decisions in an administrative manner in accordance with specialized legislation or apply directly to an administrative court.

Automatic Extension of Payments

The amendments also affected the duration of periods for which state assistance is assigned to the specified category of citizens. The text of the regulatory legal act aligns the payment schedules with the updated timeframes.

Specifically, provisions regarding the automatic recalculation and extension of financial support for the next period have been updated. Recipients can rely on the continuity of fund accruals provided all necessary grounds are met and relevant applications are submitted.
