Irish Minister for European Affairs Thomas Byrne stated that October 13 would be a “Super Tuesday” for Ukraine, Moldova, and Albania. According to him, all European Union member states agreed to open negotiation clusters 2 and 3 for Ukraine. As reported by the Sudovo-yurydychna hazeta (Judicial-Legal Newspaper), Byrne—representing Ireland, which currently holds the Presidency of the Council of the EU—announced this on the social network X; the PromPolitInform portal also reported the news.
“After ‘Montenegro Monday,’ there will be another ‘Super Tuesday’ for Albania, Moldova, and Ukraine,” the minister noted.
He confirmed that all EU member states agreed to open clusters 2 and 3 for Ukraine and Moldova, to close chapters 17, 18, and 19 for Albania, and to close chapter 20 for Montenegro.
This concerns two areas of negotiation regarding Ukraine’s accession to the European Union: Cluster 2 (“Internal Market”) and Cluster 3 (“Competitiveness and Inclusive Growth”). As a reminder, the Verkhovna Rada has approved—in both readings and as a whole—amendments to the Law on Education (Bill No. 16119). These amendments are necessary for Hungary to agree to the opening of specific negotiation clusters for Ukraine. Ukrainian President Volodymyr Zelenskyy has already signed Law No. 5008-IX, which guarantees children belonging to national minorities and indigenous peoples of Ukraine—whose languages are official languages of the European Union—the right to receive education in their native language alongside the state language.
