Danylo Hetmantsev proposes a mechanism to attract 400 billion UAH to the 2027 budget

The government plans to allocate 175 billion UAH for defense needs and 140 billion UAH for social protection

Member of Parliament Danylo Hetmantsev is initiating the attraction of an additional 400 billion UAH to the 2027 state budget through economic shadow reduction and expenditure optimization. The primary financial resources are planned to be directed toward defense needs, social support, education, and healthcare. This was reported by Minfin, according to the portal PromPolitInform.

The proposed package of initiatives is based on the assessment of potential revenues that the government must secure through the strengthening of fiscal and law enforcement agencies. The largest portion — 350 billion UAH — is expected to be generated through the fight against tax evasion and illegal trade, which should increase revenues from VAT, excise taxes, and personal income taxes.

Sources of budget revenue

Parliamentarians plan to attract an additional 37.1 billion UAH by increasing the profit transfers from the National Bank of Ukraine to the state treasury, bringing this figure to 85.8 billion UAH. Another 12.9 billion UAH is planned to be released through the reduction of administrative expenses; however, expenditures on security and defense sectors, including the Armed Forces, National Police, National Guard, and SBU, will remain untouched according to Danylo Hetmantsev.

The priority area for spending is strengthening defense capabilities, for which an additional 175 billion UAH is projected. This funding is intended to cover military salaries, the procurement and modernization of weaponry, as well as the development of domestic defense industry production facilities and investment in new technologies.

Social and economic priorities

For social needs, it is proposed to allocate 140 billion UAH, with the majority — 100 billion UAH — going to the Pension Fund to increase minimum pensions. The project also contains proposals to revise social standards: the minimum wage could rise to 12,000 UAH, the minimum pension to 6,500 UAH, and the subsistence minimum to 7,200 UAH starting January 1, 2027.

An additional 30 billion UAH is proposed to be allocated for education and science, particularly for teacher salaries and the construction of shelters. Another 25 billion UAH is earmarked for the implementation of the Medical Guarantee Program, and 20 billion UAH for supporting economic sectors, including energy efficiency, the agricultural sector, and humanitarian demining measures.
