Ukraine missed out on $29.5 billion due to unfulfilled obligations, says Finance Minister Sergii Marchenko

The Ministry of Finance stresses the urgent need to adopt reforms by the end of 2026

Due to failure to fulfill a number of international commitments, Ukraine has missed out on $29.5 billion in budget support. Finance Minister Sergii Marchenko emphasized that the situation can still be corrected by passing the necessary legislative changes. This was reported by Ukrinform, according to the portal PromPolitInform.

During a session in the Verkhovna Rada, Sergii Marchenko clarified that the amount of aid could have been significantly higher had the country met its agreements on time. According to the minister, significant funding volumes are expected before the end of the year, but their arrival depends on the speed of legislative work.

Delays in macro-financial assistance

A notable example of these losses is the delay of a $4.25 billion tranche that was expected in August-September. This resource is equivalent to one and a half months of tax revenues for the state budget, which has a critical impact on the stability of the treasury.

Pathways out of the financial crisis

The Minister of Finance outlined a series of measures required to restore international aid inflows. Priority steps include introducing taxes on parcels, appointing new members to the Accounting Chamber, reforming property valuation, and resuming civil service competitions.

Government budget expenditure restrictions

In October, the government faced an acute liquidity crisis, forcing the Cabinet of Ministers to implement strict spending prioritization. Currently, budget financing is limited exclusively to protected expenditure categories, such as defense spending, pensions, salaries, and social benefits for the population.
