A strict ten-day deadline for reviewing documents for remote medical board examinations has been introduced
The Ministry of Defence of Ukraine has introduced a procedure for remote military medical examination for soldiers receiving treatment abroad. The updated rules clearly define the list of documents, the steps for their submission, and set fixed deadlines for commission decisions. This is reported by the portal PromPolitInform, citing information from the Ministry of Defence of Ukraine.
The Ministry of Defence has amended Order No. 402, which regulates military medical examinations. The updated procedure allows for the remote assessment of military personnel’s fitness for service and the evaluation of the need for continued treatment without the need for personal attendance at a board meeting.
To implement this mechanism, a five-stage document processing system has been introduced. First, the defender or their authorized representative submits translated medical reports from a foreign healthcare institution, including codes according to the ICD-10 or ICD-11 classification, to the unit commander. The document package is then forwarded to a garrison military medical commission, which operates based at military medical clinical centers.
Review and notification timelines
The regulation sets strict time limits: the commission is required to review submitted medical materials within 10 days of receipt. Following this, the military unit must inform the soldier of the decision within three days. If necessary, this information is communicated through relatives or legal representatives.
As Deputy Minister of Defence Liubov Halan noted, the ministry is currently working on regulating the conditions for military personnel staying abroad for treatment while maintaining their monetary and material support. Procedure adjustments are being made based on feedback from units and the soldiers themselves.
Use of electronic reports
The commission’s final reports are generated electronically, simplifying access to them. Military personnel can receive copies of decisions via the email address specified in their report, and upon returning to Ukraine, they can obtain certified paper copies from the medical institution that conducted the remote examination.
The implemented system eliminates the need for re-confirming conclusions obtained while undergoing treatment abroad upon arrival in Ukraine. This avoids unnecessary bureaucracy and speeds up social support processes for wounded soldiers.
