NEURC expands use of local generation capacities in Kyiv and the region

The tertiary regulation mechanism will allow for faster balancing of the power system

The NEURC has adopted a decision that will allow for more active involvement of power generation facilities in Kyiv and the Kyiv region to maintain the balance of the power system. The regulator approved the corresponding amendments to the temporary procedure for purchasing ancillary services at a meeting on October 13, 2026. This is reported by the portal PromPolitInform, citing information from NEURC.

The implemented changes concern the mechanism for providing replacement reserves, known as tertiary regulation. Extending this procedure to the capital region is intended to strengthen power supply stability through the more flexible use of local generation resources.

Thanks to this decision, the power system gains additional tools for balancing electricity production and consumption volumes. The use of replacement reserves allows for a faster response to grid fluctuations and ensures the uninterrupted operation of critical infrastructure.

Adapting regulatory standards to wartime conditions

The need for such measures arose due to systematic strikes by russian forces on Ukraine’s energy infrastructure. The damage to major generation facilities is forcing the regulator to find ways to maximize the mobilization of local energy resources.

Under martial law, the NEURC continues to adjust current regulations to increase the resilience of the energy sector. Creating additional opportunities for local electricity producers is part of a strategy to maintain the integrity of the unified energy system amidst constant threats.
