State Audit Service to Access Customs Data for Budget Procurement Oversight

The agencies have signed an information-sharing agreement to verify product costs and origins

The State Audit Service of Ukraine and the State Customs Service of Ukraine have entered into an information cooperation agreement. By gaining access to customs databases, auditors will be able to verify the actual value and origin of goods procured with state funds. This was reported by Delo.ua citing the State Customs Service of Ukraine, according to the portal PromPolitInform.

The joint efforts of the agencies are aimed at strengthening oversight over the use of state funding and international donor contributions. The initiative is designed to identify potential discrepancies in declared product data and minimize risk-prone operations during public procurement.

Interaction Protocols

At this stage, the signed agreement is of a framework nature; therefore, both parties have initiated the development of the first bilateral protocol. This document will specify the scope of data to be shared, as well as the technical format for information transfer between the institutions.

As stated by the Head of the State Customs Service of Ukraine, Orest Mandziy, such data integration will significantly reduce opportunities for manipulating customs valuation. “Such cooperation will contribute to reducing opportunities for manipulation with customs valuation and origin of goods, identifying risky operations and increasing transparency of foreign economic activity,” Orest Mandziy noted.

De-shadowing the Economy

Both agencies plan to utilize the shared information space to implement more profound measures for de-shadowing the economy. Incorporating customs data will serve as a tool for more effective financial audits in the future.

According to official data for January–August 2026, customs authorities identified errors or violations in 81% of declarations that underwent pre-clearance analysis. Post-clearance control during that period enabled the additional collection of over 408 million UAH for the state budget.
