Step towards EU accession: government approves draft Customs Code of European standard

For Ukrainian business, this means more understandable and predictable rules.

The government has approved a draft of a new Customs Code of European standard. This is one of the key steps for Ukraine’s accession to the European Union and the fulfillment of obligations within the framework of the membership negotiation process, Prime Minister Yulia Svyrydenko said. UNIAN reports this, according to the PromPolitInform portal.

“It is fully consistent with the EU Customs Code and introduces customs rules unified with the European Union. These are new approaches to customs procedures, authorizations, guarantees, declarations and exemptions from customs duties,” the Prime Minister noted.

According to her, for Ukrainian business this means clearer and more predictable rules, faster adaptation to the European market, simplification of logistics and new opportunities for trade with EU member states.

At the same time, continuity of processes is maintained for business and citizens: current authorizations will continue to operate, and the “single window” system will operate as usual.

In September 2024, the Verkhovna Rada adopted a law on customs reform, which provided for a reboot along the lines of the BEB model, a transparent competition for the position of the head of the State Customs Service and his political independence, re-certification of all employees within 18 months from the date of appointment of the new head and an increase in salaries at the level of the law.

In August 2025, the government launched the process of an open competition for the position of head of the State Customs Service of Ukraine.

On April 10, 2026, the Cabinet of Ministers appointed the head of one of the detective units of the National Anti-Corruption Bureau (NABU), Orest Mandziy, as the head of the State Customs Service of Ukraine.
