Ukraine is at a level of technological weapons production that can exceed the capabilities of the Russian Federation — Zelensky

Currently, Ukraine is capable of producing so many high-tech weapons that in the long term it can surpass the capabilities of the aggressor country, the Russian Federation. This was stated by President Volodymyr Zelensky on July 3 following a meeting of the Supreme Commander-in-Chief’s Headquarters, NV reports. The PromPolitInform portal reports.

“An important achievement of our state and our weapons manufacturers: — Ukraine has reached the capacity to produce such a volume of technological weapons that can exceed Russian capabilities in the long term. Today, we paid the most attention to this. And we also talked with the manufacturers themselves about what is needed from the state, from administrative decisions, from financing, in order to maximize all types of Ukrainian capabilities and provide deep formats of pressure on Russia, its capabilities on the front, as well as on its ability to drag out the war,” the head of the Ukrainian state said.

This state of affairs, according to President Zelensky, primarily concerns Ukrainian drones of all types, ground robotic complexes, the Ukrainian missile program, electronic warfare means, as well as military equipment.

“This conversation of ours today with the participation of weapons manufacturers was a continuation at the highest level of military decision-making of the discussions that took place at the NSDC, parliament, and the Ministry of Defense during the previous weeks,” the head of the Ukrainian state summed up.

Ukrainian weapons exports – what is known

On April 28, Ukrainian President Volodymyr Zelensky called the launch of the export of its own weapons a “serious challenge” and officially announced that all necessary work for the implementation of export supplies of drones and other weapons under special agreements has been fully completed at the level of state institutions.

In parallel with the opening of exports directly from the territory of Ukraine, domestic defense enterprises are actively expanding their presence in the international arena. During 2026, Ukrainian companies of the defense-industrial complex plan to open factories with the status of joint ventures directly in Europe that will be engaged in the production of weapons.

On July 1, Prime Minister Yulia Svyrydenko and Defense Minister Mykhailo Fedorov announced that the Ukrainian government had approved the first transparent mechanism for the controlled export of Ukrainian weapons and defense technologies to partner states.

According to government officials, the new procedure is being introduced for the period of martial law in the Drone Deal format. This decision is intended to give manufacturers clear rules for operating in the international market and the opportunity to scale their own capacities, but the key priority under any conditions will remain the primary provision of the front, Svyrydenko and Fedorov concluded.
