The Cabinet of Ministers of Ukraine has fixed the base price for electricity for the population at 4.32 UAH per kWh until October 31, 2026, inclusive. There will be no automatic increase in electricity costs starting from November 1.
This was reported by Minfin citing Na Pensii, according to the portal PromPolitInform.
The government’s public service obligation mechanism continues to operate, ensuring the base tariff remains stable. The Cabinet of Ministers plans to consider official decisions regarding the transition of the domestic energy market to commercial conditions only after the end of martial law.
Current prices cover about 55% of actual market costs, experts note. Despite this, the International Monetary Fund recommends starting a gradual transition to market electricity and gas tariffs no earlier than 2027. Ukraine has committed to preparing a roadmap for energy sector reform by the end of 2026.
The Ministry of Energy of Ukraine has also confirmed that there are no decisions regarding automatic price increases until the end of martial law. Analysts at the Centre for Economic Strategy add that before applying market tariffs, the state must develop an effective system of targeted subsidies for socially vulnerable citizens.
Preferential rates for the heating season
From October 1 to April 30, a preferential tariff will be restored for household consumers with electric heating installations. Provided that consumption is up to 2,000 kWh per month, the price will be 2.64 UAH per kWh. Any volume exceeding this limit will be calculated at the base rate of 4.32 UAH per kWh.
Costs can also be reduced using a two-zone meter. During nighttime, from 11:00 PM to 7:00 AM, the cost per kilowatt-hour is 2.16 UAH, while the standard tariff of 4.32 UAH applies from 7:00 AM to 11:00 PM.
