Ukraine's defense industry holds significant potential, but a range of factors is hindering the inflow of foreign and private investment. Key issues include military risks, unstable state orders, and arms export restrictions. This was reported by RBC-Ukraine (Юлія Бойко), according to the portal PromPolitInform.
Despite intensified international cooperation, domestic weapons manufacturers are facing challenges that complicate long-term planning and production scaling. Steps already taken in this direction include the creation of joint ventures by Ukrainian Armor with the MBDA corporation, as well as similar initiatives by members of the National Association of Ukrainian Defense Industries.
Funding Mechanisms and Industry Challenges
Certain foreign partners are already using direct funding schemes, particularly the “Danish model,” to finance the purchase of Ukrainian products for the Defense Forces. However, scaling this process requires systematic regulatory changes to ensure a more stable business environment.
As NAUDI Chairman Serhiy Pashynskyi points out, military threats are only the initial layer of obstacles for capital. Among the significant issues, he highlighted the inability to forecast orders once current contracts expire and the difficulties with exports, which prevent companies from compensating for the decline in domestic demand.
The Need for Clear Regulations
Investors also point to the lack of reliable insurance for production assets and difficulties in protecting intellectual property. Additionally, company operations are affected by the risks of law enforcement interference and limited access to long-term credit.
To change the current situation, the industry requires clear conditions for localizing production and the development of state mechanisms that would ensure the sustainability of orders. The Ministry of Defence of Ukraine has previously taken a step toward manufacturers by launching a subsidized financial leasing program, but further deregulation and capital protection measures are necessary to attract large-scale investment.
