Kyiv Plans to Introduce Graduated Air Raid Alerts

Authorities are considering dividing alerts by threat level and restrictive measures

Kyiv is developing a new plan for city operations and business during Russian attacks. The system proposes dividing alerts into "yellow" for drones and "red" for missile threats, which will change the rules for operating institutions. This is reported by the portal PromPolitInform, citing the Telegram channel of Olha Vasylevska-Smahliuk.

City authorities are working on an updated regulation that will allow for economic activity to be maintained under the conditions of constant Russian shelling. The goal of this innovation is to minimize infrastructure losses and ensure the capital’s daily functions even during prolonged air threats.

The project provides for the introduction of two notification categories. A “yellow” level would correspond to drone attacks, during which business owners would determine for themselves whether to continue or stop operations. A “red” level would signal a missile threat, requiring a complete cessation of activity.

Potential Logistics Changes

Beyond changing notification rules, additional measures to regulate city life during danger are being considered. Specifically, the initiative includes proposals to unblock bridges for transport movement and maintain the operation of ground transit during certain types of attacks.

Additionally, the implementation of price regulations in the passenger transport sector is being proposed. The plan includes the establishment of limits on taxi service fares during air raid alerts.

These regulations are currently under discussion. According to information provided during a faction meeting, final decisions regarding changes to the city’s operational mode are expected to be made in the coming days.
