These principles define his priorities, requirements for commanders and staff, and approaches to military development during the war.
The foundation of these Principles is people. The Commander-in-Chief identifies service members as the most valuable combat asset of the Armed Forces. Therefore, a commander is responsible not only for mission success but also for the training and preservation of personnel, the development of subordinates, and the avoidance of unjustified risk.
Service must become predictable and fair, while personnel decisions must be based on professionalism and performance.
The Commander-in-Chief expects honesty, initiative, and accountability from commanders. From headquarters, he expects less bureaucracy, faster decision-making, and operations that serve the troops’ interests. From the Armed Forces as a whole, he demands sound initiative, the ability to acknowledge mistakes, the rapid integration of combat experience into changes, and the capacity to adapt faster than the enemy.
The core approach is to conduct the war while simultaneously building the military of the future. Every phase of this war must leave the Armed Forces of Ukraine stronger.
