Intelligence agency calls on the international community to isolate Russian science
Ukrainian military intelligence has published data on 17 Russian scientists and developers creating technologies for Russia's defence-industrial complex. The information was released in the 'Engineers of Aggression' section of the War&Sanctions portal. The list includes specialists from leading research institutes involved in military and dual-use projects. This is reported by the portal PromPolitInform, citing the Telegram channel of Defence Intelligence of Ukraine.
Higher education institutions and research facilities of the aggressor state closely cooperate with the Ministry of Defence of the Russian Federation and military-industrial complex enterprises. They carry out tasks under state programs, develop new types of weaponry, and work on import substitution for components subject to international sanctions.
Despite their involvement in military projects, many Russian scientists and organisations continue to participate in international grant programs and collaborate with the global scientific community.
Scientists and Institutions Targeted by Intelligence
Among the published names are researchers from the Moscow Institute of Physics and Technology, which houses the Artificial Intelligence Technology Centre. Its laboratory partners include the High Precision Systems holding and the KBP Instrument Design Bureau named after Academician A. G. Shipunov.
The list also includes representatives of the Skolkovo Institute of Science and Technology, who work on UAV materials, turbine blades for aircraft engines, spacecraft coatings, and semiconductor production. In addition, intelligence exposed leaders of the Unmanned Aerial Systems Research Centre at the Central Aerohydrodynamic Institute named after N. Y. Zhukovsky, who develop UAV standards and integrate AI into control systems.
International Cooperation and Calls for Sanctions
Most of these scientists continue to attend international conferences, co-author papers in leading global journals, and conduct joint research with foreign colleagues. They apply the experience gained abroad in Russian institutes to modernise weapons and gain a strategic technological edge.
In July 2024, the US Department of Defense added over 30 Russian institutions to the list of organisations threatening US national security, banning cooperation with them. Ukraine’s military intelligence calls on the international community to extend these restrictions to other Russian scientific bodies, as well as its allies, Iran and North Korea.
