Over UAH 57 billion for teachers: Cabinet of Ministers finances salary increases

The government has allocated UAH 57.4 billion for educational subventions until the end of 2026

The Cabinet of Ministers of Ukraine has distributed UAH 57.4 billion in educational subventions to local budgets for the period from September to December 2026. These funds will allow increasing the salaries of teaching staff by an average of 20%. This was reported by Delo.ua citing the Ministry of Education and Science of Ukraine, according to the portal PromPolitInform.

Funding for the education sector has been secured through the reallocation of UAH 25.8 billion to the relevant budget program. Additionally, the government has established a reserve fund of UAH 0.5 billion, which communities will be able to use to address urgent financial needs.

As explained by the Minister of Education and Science of Ukraine Andriy Butenko, the timely distribution of funds allows local budgets to clearly plan payments until the end of the current year. This ensures that teachers receive their salaries on time, taking into account the announced salary rate increases.

Updated funding formula

In addition to direct subvention payments, the government has revised certain parameters of the educational subvention distribution formula. Specifically, from September 1, 2026, the maximum estimated class size for primary schools has been set at 24 students. For communities that already have a rate of 24 or fewer, the conditions remain unchanged.

Furthermore, all teaching hours that had been suspended since the beginning of the full-scale invasion by the rf have been returned to the calculations. According to Deputy Minister of Education and Science Anastasiia Sofiienko, the updated approach will allow for more accurate determination of payroll funding requirements, particularly in large cities with an increasing number of classes.

It is worth noting that the current 20% increase complements the 30% salary growth seen in January. Thus, the total increase in official salaries for teaching staff during 2026 will reach 50%.
