Regulation is based on European and international standards for AI
SSSCIP representative Artem Zhylin participated in an educational programme on the use of artificial intelligence. The expert emphasised the need to regulate AI technologies to counter cyber threats. This is reported by the portal PromPolitInform, citing the Telegram channel of the State Service of Special Communications.
As part of the “AI – can it replace a human and how to use it” educational initiative, launched by the Kyiv Chamber of Commerce and Industry, the challenges of the modern digital environment were discussed. The key topic of the debate was the risks and opportunities arising from the integration of artificial intelligence into the infrastructure of the state and the private sector.
Artem Zhylin, who heads the Cyber Training Centre of the SSSCIP, drew attention to the dual-use nature of the technology. According to his explanation, AI algorithms can both significantly increase the efficiency of business processes and provide tools for carrying out more complex, fast, and stealthy cyberattacks.
In light of these threats, the expert emphasised the need to establish a clear regulatory framework. In his view, the development of AI in Ukraine must comply with international and European security standards, which will help to minimise potential risks to information systems.
During the presentation, approaches to regulating the cyber defence sector were presented, taking into account the specifics of AI. The agency representative recalled that the SSSCIP had already issued order No. 154 of 23.02.2026, which regulates recommendations for the protection of information and communication networks using artificial intelligence technologies.
