The Kremlin seeks to shift responsibility for war crimes onto Ukrainian authorities
Russian propaganda has launched a large-scale information campaign aimed at shifting responsibility for the destruction of civilian and energy facilities in Ukraine onto the country's leadership. This was reported by Ukrinform citing Center for Countering Disinformation, according to the portal PromPolitInform.
Kremlin media resources and controlled structures are actively spreading the narrative that the massive shelling of Ukrainian cities is allegedly a forced reaction to Kyiv’s actions. Such information pressure is primarily targeted at foreign audiences to conceal the aggressive nature of the Russian army’s actions.
Involving foreign media
Kremlin spokesman Dmitry Peskov publicly stated that Moscow is supposedly carrying out acts of “retribution” for economic losses inside the country. To spread these manipulative messages abroad, foreign outlets and blogs loyal to the Russian regime are being engaged.
Justifying military terror
The specialized Ukrainian agency emphasizes that such insinuations aim to legitimize the continuation of missile strikes against civilians. Similar information campaigns are regularly recorded by analysts during successive escalation phases of the conflict.
