Parliamentarians plan to involve railway workers and ports in receiving humanitarian cargo

The Verkhovna Rada Committee on Social Policy and Protection of Veterans' Rights has supported the updated version of Bill No. 15102. The document provides for the expansion of the list of humanitarian aid recipients to support critical infrastructure and transportation during martial law. This is reported by the portal PromPolitInform, citing information from the Verkhovna Rada.

During the last session, held via video conference, Committee members reviewed amendments to the Law of Ukraine “On Humanitarian Aid.” The deputies approved the comparative table for Bill No. 15102, incorporating all submitted amendments, and recommended that Parliament adopt the document in the second reading and as a whole.

Updated categories of aid recipients

The initiative provides for a significant expansion of the list of entities and institutions entitled to receive humanitarian cargo to stabilize the situation in the country. Specifically, it is proposed to grant such support rights to the Council of Ministers of the Autonomous Republic of Crimea, regional state administrations, and military administrations responsible for organizing passenger transportation.

Considerable attention is paid to the logistics sector. A joint-stock company of public railway transport will be able to receive humanitarian aid. These resources will allow for maintaining track infrastructure, performing passenger and freight transportation, and ensuring the security of critical infrastructure objects.

Port and fire safety needs

A separate block of changes concerns the maritime sector. The Ukrainian Sea Ports Authority and state stevedoring companies will be able to attract humanitarian aid to address emergency situations and prevent disasters at sea and in ports.

Additionally, business entities in need of fire protection will be eligible to receive humanitarian aid. This will strengthen the logistical support for civil protection units performing firefighting and emergency response functions.

Strengthening transport links

The bill covers an expansion of the humanitarian aid nomenclature to ensure the operation of bus routes and urban electric transport. In particular, it permits the import of additional spare parts, components, and equipment necessary for the stable operation of public transport.

The Cabinet of Ministers is instructed to develop and approve special procedures for the transfer, accounting, and targeted use of the received resources. As noted by the Committee, stable transport connectivity remains a critical factor for the functioning of territories, public access to essential services, and the maintenance of economic activity amid the ongoing martial law.
