The Pension Fund reminded citizens of the heating season assistance rules

With the start of the 2026-2027 heating season, housing subsidies in Ukraine are being recalculated as usual. Most recipients will continue to receive assistance automatically, but some citizens need to submit a new application by November 30, 2026. This was reported by RBC-Ukraine (Остапова Анастасія) citing Styler, according to the portal PromPolitInform.

The amount of state support is determined on an individual basis, taking into account household income, the number of residents, utility costs, and social standards. Those who were assigned a subsidy of zero hryvnias during the non-heating period do not need to reapply.

Applying for assistance online

Documents can be submitted through the Diia portal or the Pension Fund web portal. On the Diia portal, users need to log in, find the subsidy application service, fill in the required data, and sign the application with an electronic signature.

The service is free of charge, and application review can take up to thirty calendar days. Documents can also be submitted through the Pension Fund web portal by navigating to the communications section and filling out the application form.

Applicants can track the status of their request in their personal account, while information on the assigned assistance can be found in the designated section. The system allows checking all details without visiting physical offices.

Property criteria and financial restrictions

The right to receive assistance depends not only on income, as the Pension Fund also evaluates the property status and certain expenses. Grounds for refusal include the purchase of property, real estate, or vehicles exceeding one hundred thousand hryvnias within the last twelve months.

Other restrictions involve having more than one hundred thousand hryvnias in bank deposit accounts or government bonds. Owning a vehicle less than five years old, or multiple vehicles under fifteen years old, also affects eligibility.

Additionally, utility debts exceeding six hundred eighty hryvnias for more than three months or purchasing foreign currency worth over fifty thousand hryvnias can lead to denial. However, these obstacles can sometimes be resolved by paying off debts or restructuring obligations.

Deadlines for submitting documents

For first-time applicants seeking heating season assistance, the timing of document submission is crucial. The Pension Fund explains that applying by November 30, 2026 ensures assistance is granted from the beginning of the heating period.

Submitting the application at a later date means the subsidy will only be assigned starting from the month of application. Recipients are generally required to report any changes in household composition or utility services within thirty calendar days.
