The highest number of casualties was recorded among farmers and the unemployed
Since the start of the full-scale war in Ukraine, 1739 civilians have been affected by Russian explosive remnants of war. This figure includes 178 children and 1561 adults. This is reported by the portal PromPolitInform, citing the Telegram channel of Main Department of Mine Action, Civil Protection and Environmental Safety.
Data collection and verification regarding incidents involving mine threats are handled by the Main Directorate of Mine Action, Civil Protection and Environmental Safety. Information is submitted to the secretariat of the National Mine Action Authority by regional units of the State Emergency Service, the National Police, and regional military administrations.
Analysis indicates that among the adult population, the most vulnerable categories include agricultural workers, with 306 individuals affected. The list of victims also includes 256 unemployed persons, 170 pensioners, and 166 specialists employed in critical infrastructure. Furthermore, injuries were recorded among 112 drivers and 171 students.
International obligations and record-keeping
The creation of the database and interactive map is conducted in accordance with the international requirements of Protocol II and Protocol V of the Convention on Certain Conventional Weapons. This toolkit enables government agencies and humanitarian missions to more effectively plan risk awareness campaigns for the population and provide medical or financial support to victims.
For every instance of a civilian being injured by Russian munitions, Ukrainian law enforcement agencies initiate criminal proceedings. The actions of the Russian Federation are qualified as violations of the rules and customs of war. Systematic collection of data in a specialized information management system allows for tracking the extent of mine contamination in Ukrainian territory.
