The budget has enough funds for the army, but delays in other sectors are possible
The state will ensure further payment of monetary allowances to military personnel, as there are necessary financial resources for this area. Former presidential advisor Oleg Ustenko stated this in an interview. This was reported by Minfin citing Novyny.LIVE, according to the portal PromPolitInform.
In case of complications with the flow of funds into the state budget, the authorities may resort to the reallocation of resources. In particular, money will be redirected from the civilian sector to military needs in order to support the Armed Forces in full.
Potential payment delays
At the same time, the expert admitted the possibility of delays in salary payments for employees of budgetary and civilian institutions. As a historical analogy, he mentioned the events of the 1990s, when delays in payments to university lecturers ranged from one to three months.
Risk assessment during the war
According to the specialist’s forecast, such a scenario under current conditions is theoretically possible if the defense sector becomes the absolute priority. At the same time, it is emphasized that this is an expert opinion and not an officially adopted government decision regarding the freezing or postponement of social payments.
Proposals to increase allowances
Earlier, as part of discussions on amendments to the budget for the next year, initiatives emerged to increase military salaries by 20 percent. It was proposed to allocate 200 billion hryvnias for the implementation of this proposal.
Calculations and purchasing power
According to parliamentarians’ estimates, after such an increase, the minimum payment for combatants in the rear could rise from 30 thousand to 36 thousand hryvnias. However, it is noted that this step does not yet fully restore the purchasing power level of 2022.
