The parliament voted for amendments to laws governing the preparation of state property for sale
On October 12, the Verkhovna Rada supported in the first reading draft law No. 16011 on improving privatization processes in Ukraine. The document provides for the expansion of the institutional capabilities of the State Property Fund and the introduction of new mechanisms to finance the preparation of assets for sale. This is reported by the portal PromPolitInform, citing information from the Verkhovna Rada.
The document adopted by the parliament aims to change the algorithms used for preparing state objects for transfer into private ownership. The new legislative norms are intended to make this process more transparent, professional, and financially efficient, while minimizing potential risks to the state budget.
Financing mechanisms and development of the SPFU
A key innovation is the introduction of a model where the development of the institutional capacity of the State Property Fund of Ukraine will be financed from fees received from preparing assets for privatization. It is important that this financial instrument will not affect the total volume of funds planned to be received by the state treasury.
The initiative also provides for the clear regulation of the status of legal entities involved in preparatory activities. For such entities, it is planned to define an exhaustive list of powers, the legal operating regime, and the methods for calculating payments for services provided.
Optimization and labor incentives
Draft law No. 16011 also focuses on improving the quality of the privatization agency’s personnel. For employees of the SPFU and its territorial units, an updated material incentive system based on real performance indicators is planned to be introduced.
The Committee on Economic Development emphasized that these changes are a necessary component of state economic policy. Strengthening the functional capabilities of the Fund should provide more favorable conditions for attracting investors and increasing the efficiency of the use of existing state assets, and deputies plan to continue working on improving this sphere further.
