Government Approves Defensive Lines Engineering Strategy Through 2028

Fortifications inventory and monitoring will rely on the DELTA platform

The Cabinet of Ministers of Ukraine has approved the Strategy for Engineering Equipment of Defensive Lines through 2028 along with a three-year operational implementation plan. The document establishes unified nationwide fortification standards, coordinated operational planning, enhanced counter-drone logistics protection, and a digital database for defensive assets. This is reported by the portal PromPolitInform, citing information from the Ministry of Defence of Ukraine.

The framework was initiated by the Ministry of Defence of Ukraine, drawing upon battlefield lessons and emerging developments in weaponry. Its guidelines focus on adapting field fortification measures to shifting enemy tactics and modern strike capabilities.

The primary objectives include enhancing survivability for defence personnel, securing military and civilian supply routes, and supporting economic activity and living conditions across frontline regions.

Construction Priorities and Route Protection

«The Strategy sets a unified standard for defensive line equipment across the entire country. The document defines timelines and responsible parties, creating compliance oversight mechanisms. We will scale up solutions that have proved effective», said Minister of Defence of Ukraine Yevhenii Khmara.

The policy mandates coordinated engineering planning between the Defence Forces and state authorities. Execution plans will be reviewed regularly to reflect operational shifts and combat unit requirements.

Key focus areas include building and maintaining fortifications, deploying obstacle systems, using advanced building materials and camouflage, and securing supply routes against drone strikes while building stockpiles of construction resources.

Digital Inventory Management via DELTA

To monitor construction and maintenance progress, Ukraine will establish a unified digital geoinformation system using existing military IT architectures, notably the DELTA platform. The repository will store structural passports, photographic records, and precise condition data for defensive structures.

This digital tracking will help identify repair needs, evaluate site readiness, and allocate equipment and budgetary resources efficiently.

The Ministry of Defence of Ukraine will oversee overall execution of the strategy, while the General Staff of the Armed Forces of Ukraine will coordinate military administration bodies. Funding will be provided via state and municipal budgets alongside other lawful sources.
