Suspect in UAH 71 Million Heating Embezzlement Detained in Spain

Artificial inflation of heat costs caused losses to the local community

A 40-year-old resident of Kyiv Region has been detained in the Kingdom of Spain on suspicion of leading a criminal organization and embezzling over UAH 71 million in heating funds in Ivano-Frankivsk. The suspect had been on the international wanted list since January 2026 due to tariff fraud during the 2021–2023 heating seasons. This is reported by the portal PromPolitInform, citing information from Office of the Prosecutor General of Ukraine.

Law enforcement officers established that the perpetrator created a scheme involving four other individuals. The accomplices included founders and managers of private enterprises that produced and transported thermal energy within the Ivano-Frankivsk community. The detained organizer served as the ultimate beneficiary of these interconnected structures.

Heat Tariff Manipulation Schemes

The members of the group submitted unreliable data to local self-government bodies over two heating periods. According to the investigation, they deliberately inflated production costs and concealed actual energy losses during transportation to consumers. As a result of these actions, the local budget suffered losses exceeding UAH 71 million.

In addition to municipal financial losses, ordinary residents also suffered from the scheme. Consumers were forced to pay for volumes of thermal energy that were never actually delivered to their homes. In December 2025, the organizer was notified in absentia of suspicion of misappropriating property through abuse of office.

International Wanted List and Extradition

In January 2026, law enforcement updated the charges to include the creation and leadership of a criminal organization. The suspect was officially declared internationally wanted that same month after leaving Ukraine in June 2025. The individual’s actions fall under several articles of the Criminal Code of Ukraine.

Currently, prosecutors from the Ivano-Frankivsk Regional Prosecutor’s Office are preparing an official request to the competent authorities of the Kingdom of Spain. The goal is to extradite the detainee to Ukraine for further investigative actions. The indictment against the other four members of the criminal organization was sent to court in March 2026, and court proceedings are ongoing.
