Government considers increasing IDP benefits by 1,000 UAH starting January 2027

The Verkhovna Rada Budget Committee has initiated a review of monthly aid for displaced persons

The Budget Committee of the Verkhovna Rada has instructed the government to assess the feasibility of increasing monthly housing assistance for internally displaced persons by 1,000 UAH. These changes could take effect on January 1, 2027, pending approval of the final budget version. This was reported by RBC-Ukraine (Катерина Коваль) citing Pavlo Frolov, according to the portal PromPolitInform.

Proposals for adjusting financial support are outlined in amendments No. 1040 and No. 1041 to the 2027 state budget draft. If supported by parliament, payments for children and persons with disabilities would rise to 4,000 UAH, while other categories of displaced persons would receive 3,000 UAH.

Updated criteria for IDP children

A separate set of changes concerns minors who left their homes in 2014. The initiative proposes abolishing the mandatory requirement for IDP children to attend in-person schooling at their new place of residence to qualify for financial aid.

Financial support for payments

These initiatives are currently at the stage of directives to the Cabinet of Ministers, which must identify the necessary funding sources during the final drafting of the budget. The final parameters of social aid will be determined during the second reading of the bill.

Meanwhile, current social obligations continue to be funded. IDP payments for October are scheduled for October 21, with funds deposited into recipients’ accounts shortly thereafter. Simultaneously, some IDPs face risks of payment disruptions due to technical inaccuracies in government registries regarding the verification of citizens returning from abroad.
