The EU has presented a maximalist plan for peace talks with Russia
EU High Representative Kaja Kallas stated that US negotiators have been attempting for a year and a half to pressure Ukraine into surrendering on Putin's terms. She stressed that European support remains the only factor preventing the realization of such a scenario. This was reported by European Commission Audiovisual Service citing Kaja Kallas, according to the portal PromPolitInform.
During her address at the European Parliament plenary session, Kaja Kallas criticized claims that Europe lacks a peace strategy. According to the official, she presented a detailed plan to EU foreign ministers back in February, based on maximalist demands toward Russia. In her view, this position is necessary to balance the negotiation process and demonstrate to Moscow that European decisions regarding sanctions and other restrictions cannot be lifted without an appropriate response from the aggressor.
Mechanisms of pressure on Russia
The High Representative noted that Russia is weaponizing food security as a tool for pressure, specifically by blocking grain exports via the Black Sea. She urged MEPs to conduct more active outreach to African nations so they might influence Moscow to restore safe shipping. Furthermore, Kallas emphasized the role of cyber resilience in ensuring the stability of food supplies.
Regarding sanctions policy, the EU representative stated it is effective, noting that these measures have already deprived the Russian economy of approximately 1 trillion euros that could have been used to fund the war. She rejected suggestions from certain politicians to make concessions to Russia due to nuclear blackmail, calling such a strategy extremely dangerous for global security architecture.
Attempts at a peaceful settlement
Kallas reminded the audience that Ukraine has repeatedly demonstrated a willingness to compromise, including agreeing to an energy ceasefire and Black Sea arrangements a year and a half ago. However, as the High Representative noted, it is Russia that refuses to take constructive steps, continuing its aggression. She emphasized that a lasting and just peace is impossible without considering Ukraine’s interests and clear security guarantees.
