Ukrainian enterprises have raised 131 billion UAH in subsidized funding since the start of the year
Since the beginning of 2026, Ukrainian entrepreneurs have signed over 30,000 credit agreements under the 5-7-9% Affordable Loans program. The total funding volume has reached 131 billion UAH, an increase of 39% compared to the entire previous year. This was reported by Delo.ua citing the Ministry of Economy, Environment and Agriculture of Ukraine, according to the portal PromPolitInform.
Under this state initiative, priority support is provided to companies operating in regions with high military risks. In less than a year, these entities have received 45.05 billion UAH. Significant funds have also been directed to the manufacturing sector — 31.3 billion UAH — while businesses have raised 21.77 billion UAH for investment project financing.
Interest rate compensation mechanism
To ensure the smooth operation of financial tools, the State Treasury Service transferred 2.8 billion UAH to the National Development Institution on October 20. These funds are designated for interest rate reimbursements and fulfillment of state guarantee obligations. The funding is expected to reach partner banks within the next few days. The budget for the current year includes 18 billion UAH for these purposes in total.
Support for energy and reconstruction
The program includes specific products aimed at increasing corporate energy autonomy. Specifically, entrepreneurs can obtain loans of up to 10 million UAH at 0% interest for generator purchases, as well as up to 250 million UAH for other energy equipment at standard program rates. Special attention is given to the restoration of assets damaged by military actions: such companies may qualify for loans of up to 150 million UAH at a rate of 0.1% for the first two years.
Since the program’s launch in February 2020, businesses have signed 165.4 thousand credit agreements totaling 593.1 billion UAH. Of this total, the vast majority — 130.6 thousand loans amounting to 503.5 billion UAH — were issued under the conditions of full-scale martial law.
