US Announces Trilateral Talks at the Technical Level: What We Know

Steve Witkoff, the Special Representative of US President Donald Trump, has announced his intention to continue diplomatic engagement regarding the end of the Russia-Ukraine war through a trilateral format involving the United States, Ukraine, and Russia. As reported by «Apostrophe», the American official shared this information on the social media platform X, according to the PromPolitInform portal.

Preparations for Technical-Level Talks

Following a series of discussions with Ukrainian President Volodymyr Zelenskyy in Oslo and a meeting with Kremlin leader Vladimir Putin in St. Petersburg, Witkoff stated that the next phase of consultations would take place at the technical level.

Witkoff noted that his visit to Moscow was intended to follow up on discussions begun during the talks in Norway and to clarify the potential framework for a future peace settlement between the parties.

According to the Special Representative, the negotiations held during these recent diplomatic contacts were constructive and established a foundation for future work. The upcoming consultations are expected to involve representatives from all three sides.

Witkoff also highlighted the release of American citizen Stephen Hubbard—who had been held in custody in Russia—citing it as a tangible outcome of these diplomatic efforts. A U.S. administration official emphasized that the American president continues to advocate for ending the war and achieving a lasting and comprehensive peace that would ensure stability in the region.

“These discussions were constructive; they will continue in the format of trilateral negotiations between the United States, Russia, and Ukraine at a technical level. Although much important work lies ahead, President Trump remains committed to the goal of ending this war and achieving a comprehensive and lasting peace that will ensure security and prosperity for future generations,” Witkoff concluded.

What else is known about the negotiations

Earlier, U.S. media reported—citing sources within the U.S. administration—that following separate talks in Oslo and St. Petersburg, both the Ukrainian and Russian sides agreed to consider resuming trilateral consultations mediated by Washington.

According to the sources, the proposal entails holding negotiations at a technical level to identify ways to resolve the war. At present, details regarding future meetings—such as potential dates, locations, and the composition of the delegations—have not been officially announced.

As previously reported by Axios, the Ukrainian and Russian sides have given preliminary consent to resume a negotiating format involving the United States, aimed at finding a resolution to the Russo-Ukrainian War. The capital of the United Arab Emirates is being considered as a possible venue for the meeting.
