Defence Minister Yevhenii Khmara holds talks with Ukrainian defence industry

The ministry is also designing mechanisms for controlled arms exports

Minister of Defence of Ukraine Yevhenii Khmara met with domestic defence industry representatives on 24 October. The parties discussed rules for manufacturers, predictability of state procurement, and the expansion of arms production. This is reported by the portal PromPolitInform, citing information from the Ministry of Defence of Ukraine.

The dialogue between the leadership of the defence ministry and domestic arms manufacturers focused on transparent operating rules for enterprises and clear long-term planning of state demand for military hardware and weapons.

The Minister of Defence of Ukraine stated that enterprises need clear visibility into future order volumes to plan operations effectively. Meanwhile, the state expects manufacturers to realistically assess their capabilities and promptly implement technological solutions in response to battlefield challenges.

“Equal rules for all defence industry enterprises are crucial for us. Manufacturers must understand state needs and future demand to plan their work accordingly,” Khmara said.

Frontline needs and manufacturer cooperation

The ministry’s leadership stressed that meeting the operational requirements of frontline military units remains the primary criterion guiding domestic defence sector development.

Deputy Minister of Defence of Ukraine Hanna Hvozdiar highlighted the necessity of a continuous dialogue between government officials and business leaders to establish a strategic vision for arms manufacturing.

“We want to build long-term cooperation based on open dialogue and mutual trust. Our shared goal is developing a robust Ukrainian defence industry capable of scaling production and meeting the needs of the Defence Forces,” Hvozdiar said.

Controlled sales of defence products abroad

Establishing regulatory procedures for the controlled export of Ukrainian military hardware to foreign markets represents another critical track for the ministry.

The defence minister noted that supplying defence goods to foreign partners will only be considered after frontline units are completely supplied with required equipment.

“We must clearly understand how many weapons the frontline needs and guarantee their delivery. Only then can export opportunities be considered,” the minister emphasised.

According to him, selling surplus production abroad should serve as an additional financial mechanism to fund domestic technological development and equipment upgrades.

Reinvesting profits into production

The head of the defence ministry also urged manufacturers to reinvest profits into enterprise growth, modernisation, and output increases.

Upgrading assembly lines and expanding industrial capacity will allow domestic manufacturers to ramp up production volumes more rapidly.

This approach, participants noted during the meeting, will ensure an agile and timely response to shifting operational requirements on the frontline.
