Law enforcement officers have uncovered a large-scale scheme to embezzle funds allocated for emergency restoration work at the Trypilska Thermal Power Plant (TPP) in the Kyiv region.
The funds involved nearly 50 million hryvnias, which the state allocated for restoration work following Russian attacks. This was reported by the National Police, the Security Service of Ukraine (SBU), and the Prosecutor General’s Office, according to PIK. PromPolitInform reports.
“According to investigators, the heads of two contractors performing construction and installation work at the plant are involved in organizing the scheme. Between 2023 and 2025, these companies won tenders and signed contracts for the restoration of the Trypilska Thermal Power Plant totaling over 500 million hryvnias,” the report states.
Investigators have established that the contractors intentionally inflated prices for services, construction materials, and equipment during the work. Materials were purchased from controlled companies at prices approximately 30% above market prices. The difference was transferred to the accounts of affiliated companies and subsequently cashed out.
Thus, after two years, according to investigators, the participants in the scheme embezzled almost 50 million hryvnias. During searches, law enforcement officers seized more than 19 million hryvnias in cash.
Six defendants have been served with notices of suspicion. These include three organizers of the scheme, two heads of private companies, and their accomplice. The investigation is ongoing.
