Ukraine becomes the world’s largest arms importer for the third year in a row

The Stockholm International Peace Research Institute has published a ranking for 2021-2025, in which Kyiv took first place in terms of arms receipts

Ukraine has topped the list of the world’s largest arms importers for the third year in a row. This, Informer reports, is stated in the report of the Stockholm International Peace Research Institute (SIPRI) for the period 2021-2025. The PromPolitInform portal reports.

Ukraine’s share in global imports of major weapons was 9.7%.

According to SIPRI, after the start of Russia’s full-scale invasion, at least 36 states transferred military assistance to Ukraine.

“Ukraine was the largest recipient of major weapons in Europe (and in the world) with a share of 9.7% of the total global arms imports. Since the beginning of Russia’s full-scale invasion in 2022, at least 36 countries have supplied Ukraine with major types of weapons,” the institute’s report says.

The United States, Germany, and Poland were the largest suppliers of weapons to Ukraine. The United States accounted for 41% of arms imports, Germany 14%, and Poland 9.4%. At the same time, in 2025, the volume of arms supplies to Ukraine was significantly lower than in 2023 and 2024. SIPRI notes that this is largely due to a reduction in military assistance from the United States.

Despite this, many European countries, as well as Australia and Canada, have transferred significant amounts of weapons to Ukraine and have declared their readiness to continue such support in the coming years. Last year, at least 25 countries agreed to purchase major types of weapons from the United States for further transfer to Ukraine within the framework of the PURL (Prioritized Ukraine Requirements List) mechanism.

The PURL program is a joint initiative of the United States and NATO, created to accelerate the supply of weapons to Ukraine. The Ukrainian side determines the list of the most necessary equipment, and the allies finance the purchase of American weapons. The funds are transferred to a special NATO account, after which the United States provides direct supplies.

Global arms supply market

In general, the institute recorded 162 states and four non-state armed groups as recipients of major types of weapons in 2021-2025. In 2021-2025, the United States provided 42% of all international arms supplies. The largest recipient of American weapons was Saudi Arabia – it accounted for 12% of US exports. France took second place among exporters of major types of weapons with a share of 9.8% of the global market. At the same time, almost 80% of French exports were directed outside Europe.

Russia became the only one among the ten largest suppliers whose arms exports decreased. Its share fell from 21% in 2016-2020 to 6.8% in the period 2021-2025. Germany rose to fourth place among arms exporters with a share of 5.7% of world exports. Almost a quarter of German supplies went to aid Ukraine.
