In April, some Ukrainians may receive higher amounts in gas payments, but not because of a change in price. Primary sources indicate that the annual tariff for household consumers remains fixed until April 30, 2026, and higher charges are possible due to calculation based on planned consumption and subsequent recalculation after reconciliation of actual data. This, thepublik.info informs, is evidenced by the Code of Gas Distribution Systems of the National Commission for the Regulation on the Regulation of Energy and Utilities of Ukraine, the public gas supply contract and the “Fixed” tariff plan of the State Company “Naftogaz of Ukraine”. The main thing that the primary source confirms: there is no increase in the price of gas in April. The State Company “Naftogaz of Ukraine” in April 2025 extended the “Fixed” tariff plan at the level of UAH 7.96 per cubic meter until April 30, 2026 inclusive. The same tariff validity period is indicated on the company’s tariff plans page.
Higher amounts in individual payments may appear for another reason – if the consumer does not transmit the meter readings on time. The Code of Gas Distribution Systems directly obliges a household consumer to take actual meter readings every month as of the first day and submit them to the GRM operator within five days, that is, by the 5th day inclusive.
If the readings are not submitted, the consumption volume may be determined not by actual figures, but by the planned monthly volume. This is officially explained by both operators and suppliers: in this case, the amount in the bill may differ from the actual consumption for a specific month.
Who exactly can be charged more in April
Those consumers who irregularly transmit the readings or do not transmit them at all have the greatest risk of receiving a larger amount in the payment. The public gas supply contract explicitly states: if the volumes are determined according to planned values, the supplier must verify the actual consumption according to the data of the gas distribution operator at least once every six months and make the appropriate recalculation to the consumer.
This means that after the reconciliation, additional charges may be made if the volume of consumption was previously understated in the bills compared to the actual one. At the same time, the same contract stipulates that no penalty is charged for the difference between the planned charges and the actual volumes.
Separately, the consumer has the right to demand a reconciliation of the actually used volumes of gas. The standard public gas distribution contract states that a household consumer may no more than once every three months apply to the gas distribution operator with a written application for reconciliation, and in case of discrepancies, the operator must make adjustments in accordance with the signed act.
What to do to avoid unnecessary charges
To ensure that the bill reflects actual consumption, the consumer should submit the figures every month within the established period and check whether they are correctly reflected in the personal account or account. If the figures in the bill do not match the actual figures, the primary documents give the right to demand verification and recalculation.
So, the primary sources do not confirm the April increase in the gas tariff. But they directly confirm the opposite: for some households, the amount in the April bill may indeed be higher due to planned charges and subsequent adjustments after verification of actual consumption volumes.
