Ukraine’s need for external financing for 2026-2027 is $95 billion, – Marchenko

For 2026-2027, Ukraine’s need for external financing is 95 billion US dollars. 52 billion in 2026 has already been secured.

This was stated by Minister of Finance of Ukraine Sergey Marchenko in Paris at a meeting of the financial bloc of the G7 countries, informs the PromPolitInform portal.

He noted that as a result of the war in the first quarter of 2026, Ukraine’s GDP contracted, and inflation rose in April after several months of slowdown.

At the same time, Ukraine continues to ensure the stability of budget revenues: state budget revenues for the first four months of 2026 increased by 17.2% compared to the same period last year.

According to Marchenko, Ukraine’s total need for external financing for 2026-2027 is 95 billion US dollars, of which 52 billion in 2026 are already provided.

Also, the head of the Ministry of Finance announced the need for operational financing of the restoration of Ukraine’s energy infrastructure.

“It is necessary to find a mechanism to urgently cover the needs of recovery. Serhiy Marchenko praised the decision of the EU partners on the Ukraine Support Loan (USL) mechanism, which should become a key tool to support Ukraine’s macro-financial stability in 2026-2027.

It also confirmed Ukraine’s commitment to the continuation of reforms and reported on active cooperation with parliament, international partners to fulfill the necessary structural conditions and ensure the long-term sustainability of public finances. In the near future, an IMF mission will arrive in Ukraine to prepare for the revision of the Extended Fund Facility program,” the press service of the Ministry of Finance notes.
