The Cabinet of Ministers has clarified the procedure for recalculating payments for heat and hot water in the event of a deterioration in the quality of services. These are cases related to emergency situations, in particular due to Russian shelling. As UA.NEWS reports, Prime Minister Yulia Svyrydenko reported this on Telegram. The PromPolitInform portal informs.
“The government has clarified the recalculation mechanism for heat and hot water: in the event of a significant deterioration in the quality of services due to Russian attacks, consumers will be able to pay only 20% of the cost of the service,” Svyrydenko wrote.
According to her, the decision will allow increasing the recalculation from 20% to 80% for consumers and clearly taking into account the actual volume and quality of services provided. At the same time, the recalculation will become mandatory for all suppliers of heat and hot water, regardless of the region.
“In particular, the government’s decision makes it possible to carry out additional recalculations for consumers in Kyiv for January 2026 after massive attacks on the capital’s energy infrastructure,” Deputy Prime Minister for Reconstruction – Minister of Community and Territorial Development Oleksiy Kuleba added in Telegram.
At the same time, local governments will be able to compensate for part of the costs of utility companies to restore damaged infrastructure from the reserve funds of local budgets.
The government will begin additional payments to workers of repair and restoration teams.
The Cabinet of Ministers of Ukraine has allocated UAH 192 million for additional payments to more than 9.6 thousand energy workers who were engaged in restoring facilities after the Russian shelling in March.
The government has adopted a decision on additional payments for workers in the energy, gas and railway sectors who were involved in eliminating the consequences of Russian attacks. During the winter-spring period, almost 40 thousand specialists have already received additional payments. Separately, the government allocated UAH 242 million for payments of UAH 20 thousand to more than 12 thousand workers who participated in emergency and restoration work after the shelling.
