Key Financial Indicators of Ukraine: Banking Results and Tax Changes

The government is preparing VAT changes for international parcels, while financial institutions see declining revenues

The Verkhovna Rada committee has recommended adopting bills on parcel taxation, while Ukrainian banks earned 62.5 billion UAH in profit over the first seven months of 2026. At the same time, Ukraine has entered the ranking of the world's largest debtors. This was reported by Minfin, according to the portal PromPolitInform.

The parliamentary committee on finance, tax, and customs policy recently approved initiatives regarding the introduction of VAT on e-commerce operations. The changes also include new rules for processing goods arriving via international and express shipments.

The state’s financial sector has shown a decline in financial results for the reporting period since the beginning of the current year. The total profit of banking institutions amounted to 62.5 billion UAH, which is 32.4% less compared to the same period last year. Experts point to a steady trend of decreasing profitability within the banking system.

According to data from the Experts Club information and analytical center, Ukraine ranked 38th in the world in terms of national debt. The estimated volume of liabilities reached 276.2 billion dollars, representing approximately 122.6% of the projected 2026 GDP.

Simultaneously, the number of unfulfilled commitments to international donors is growing. As of the end of August, 36 reforms remain overdue, putting at risk approximately 8.1 billion EUR in financial support. Over the last quarter, the list of unimplemented indicators expanded by 11 points.

The currency market expects significant fluctuations throughout September. Investor sentiment and exchange rate indicators will be influenced by current defense, political, and economic factors developing in Ukraine and the Eurozone.
