The government did not change prices for electricity, gas, and water for the population in September
As of September 1, 2026, existing electricity, gas, and water supply tariffs remain in place for household consumers in Ukraine. The government has not made any decisions regarding the revision of prices for these utility services. This was reported by Minfin citing Fakty ICTV, according to the portal PromPolitInform.
The cost of electricity for the population remains at UAH 4.32 per kWh. This single tariff will be in effect at least until October 31, 2026. For owners of two-zone metering devices, differentiated rates apply: during daytime hours from 07:00 to 23:00, the rate is UAH 4.32 per kWh, while during the night period from 23:00 to 07:00, it decreases to UAH 2.16 per kWh.
The preferential price of UAH 2.64 per kWh, intended for households with electric heating for consumption of up to 2,000 kWh, is currently not applied. The reinstatement of this seasonal tariff is expected starting October 1, when the heating season officially begins.
Gas and water supply costs
Natural gas tariffs for household clients also remain unchanged. The vast majority of households — about 12 million — are served by Naftogaz of Ukraine at a fixed price of UAH 7.96 per cubic meter. This price has been effective since May 1, 2026, and will remain in place until April 30, 2027. In general, market offers from other suppliers for the population range from UAH 7.96 to UAH 9.99 per cubic meter.
Regarding water supply and sewerage services, there is no single tariff in Ukraine, as prices are set locally. The fee depends on the specific water utility and is approved by local authorities or the NEURC. In Kyiv, the cost of Kyivvodokanal services remains at UAH 30.384 per cubic meter, including VAT. Additionally, residents of the capital pay a fixed subscription fee, which in 2026 amounts to UAH 47.19 for water supply and the same for sewerage.
