Kyiv is preparing an updated war plan to present to international partners
Ukraine requires approximately $27 billion in additional funding and increased supplies of critical weaponry to counter Russian aggression. Defence Minister Yevhenii Khmara called on the European Union to allocate funds from national budgets for purchasing Ukrainian drones and accelerate the delivery of air defence missiles. This is reported by the portal PromPolitInform, citing information from the Ministry of Defence of Ukraine.
The official made this statement during an address to the EU Defence Ministers meeting chaired by EU High Representative Kaja Kallas. According to the minister, additional resources are necessary to counter Russia’s mobilisation plans and the scaling up of enemy drone production.
To protect key infrastructure before winter, the Ukrainian side urged partners to adopt three specific decisions to strengthen air defences. These include transferring Patriot missiles from existing stocks to intercept ballistic targets, providing air-to-air missiles against cruise missiles, and supplying MANPADS ammunition to counter jet-powered drones.
Defence Production Funding and Frozen Assets
In addition to securing funds from national budgets, Ukraine is calling for the swift disbursement of the EU loan and the resumption of talks regarding the use of frozen Russian sovereign assets. Contributions to the Prioritized Ukraine Requirements List (PURL) and JUMPSTART mechanisms also remain critical for air defence needs.
Yevhenii Khmara stressed that the Ministry of Defence, together with the military leadership, is expanding projects built on asymmetric solutions. Based on this shared vision, a war plan is being prepared and will soon be presented to international partners.
The minister emphasised that Ukraine is building a win-win partnership model, where every euro invested in Ukrainian defence serves as a direct investment in European security.
