The service is available to employees and self-employed individuals via the Diia portal
Ukrainian citizens who lost their jobs and income due to the aggression of the russian federation can now submit an application to the international Register of Damage. This can be done remotely using the Diia service. This was reported by Economichna Pravda citing Uriadovyi Portal, according to the portal PromPolitInform.
The international Register of Damage, operated under the auspices of the Council of Europe, has expanded the categories for filing claims. Victims are now entitled to record facts regarding the loss of paid employment and related income resulting from military actions since February 24, 2022.
This option is available to employees who received wages based on verbal or written labor agreements. It also includes self-employed individuals who conducted professional activities without registering as a sole proprietor.
Recording financial losses
When filing an application, the applicant must specify the amounts not received due to forced dismissal or the shutdown of an enterprise. This includes base salary, bonuses, compensation payments, and other benefits the individual was entitled to before the beginning of the russian aggression.
A separate procedure applies to sole proprietors. Business owners who suffered losses due to the invasion by russia must submit applications under the «Loss of Private Entrepreneurship» category, as the category for loss of paid employment does not apply to them.
Review process for claims
It should be noted that the Register itself does not determine payment amounts or distribute compensation. All collected information and evidence will be transferred for review to the International Compensation Commission for Ukraine, which is authorized to adjudicate these claims on their merits.
Currently, the functionality of the Diia portal is being actively updated, allowing citizens to file claims regarding demining, state humanitarian expenditures, and non-pecuniary damage caused by forced displacement. Earlier, the Verkhovna Rada ratified the Convention, establishing the legal framework for the International Compensation Commission to begin its operations.
