The feature is currently restricted to voice calls and text messages
The Ministry of Digital Transformation is exploring the feasibility of adding mobile internet to the national roaming service. Currently, the system allows users to switch between operator networks only for voice calls and SMS during power outages. This was reported by RBC-Ukraine (Дмитро Левицький), according to the portal PromPolitInform.
National roaming technology ensures voice connectivity stability during power supply disruptions. Deputy Minister of Digital Transformation Stanislav Prybytko explained that the algorithm enables a user’s device to switch, either automatically or manually, to an available network of another operator if the primary one becomes unreachable.
System limitations during massive attacks
The official emphasized that such a tool does not guarantee 100% connectivity under all conditions. If massive russian strikes cause base stations of all operators in a single district to fail, the options for switching between networks become exhausted.
Operators’ energy independence measures
To minimize the risks of total network blackouts, mobile operators are implementing a range of measures to increase autonomy. This involves equipping critical communication hubs with generators, upgrading backup power systems, and extending the runtime of base station hardware.
Prospects for implementing internet services
At this stage, data transmission through national roaming is not implemented. According to Stanislav Prybytko, the relevant ministry is studying the technical feasibility of adding internet in the future, though the current priority remains ensuring that citizens can make emergency calls and send text messages.
