European Business Association updates guidelines on compensation for property damaged by Russian attacks

Enterprises can claim up to 30 million UAH for damaged assets

The European Business Association, together with BDO in Ukraine, has updated a step-by-step guide for businesses whose assets have been damaged by Russian attacks. Companies can expect compensation of up to 30 million UAH and concessional financing, provided they document losses correctly. This was reported by Delo.ua citing European Business Association, according to the portal PromPolitInform.

The new edition of the manual emphasizes that preparations for receiving compensation should be started in advance. In particular, participation in the Export Credit Agency (ECA) program must be formalized before the incident, as it is impossible to join after the fact to claim payments. Such insurance requires a one-time contribution of 0.5% of the projected loss amount.

Damage documentation procedure

Experts advise against cleaning up the site or performing repairs until a complete documentation of the shelling aftermath is completed. It is necessary to create a high-quality photo archive recording the date, time, and geolocation of every frame. Original files should be stored on external devices, as messengers often compress images, which diminishes their evidentiary value.

When filming video, it is recommended to record in a continuous take, starting with an overview of the building and its address plate, ending with a display of internal damage. It is important to accompany the process with commentary stating current data on the time and location of the event. Companies must also obtain the status of an injured party within criminal proceedings, clearly stating that the damage was caused by the armed aggression of russia.

Sources of financial support

To restore production capacities, the state offers grant programs of up to 16 million UAH and preferential loans under the “5-7-9%” program with a limit of up to 150 million UAH. Large and medium-sized businesses can claim compensation for a portion of the interest rate, provided they secure financing starting from 100 million UAH, or from 30 million UAH for companies in frontline areas. The total limit for a group of related legal entities reaches 1 billion UAH.

Another mechanism is recording data via the Diia portal for future submission to the international Register of Damage. This allows claiming not only the cost of assets but also lost profit and restoration costs. Additionally, the government has recently improved the war risk insurance program, increasing the reimbursement limit for insurance premiums to 5 million UAH per year and including objects in Kyiv and its region in the coverage list.
